The pouch, in blue, is made of CellBlock 13's signature stretch mesh in for ventilation as well to tease the gawkers staring at your crotch. Solid black nylon/spandex panels run from the pouch around to the back in a stretch nylon.

Turn it around and you have a unique take on a jockstrap with two traditional black leg straps - except they attach to the sides of the front pouch and another triangle of their mesh fabric, in blue, fills in the space where they join for stunning effect.
